TDD operators act in the same official capacity as a translator.  They are bound by a
code of ethics and are not allowed to share information they learn with anyone other
than the parties involved in the initial conversation.

When communicating through a TDD operator, ignore the operator, speak directly to the
person on the receiving end of the call.  Do not say “Tell Mary that I will meet her at the
park at noon.”  Instead, say, “I will meet you at the park at noon.”

When speaking through the TDD operator or typing your message using a TDD you let
the other person know you are done your thought by saying "go ahead", or typing "GA".
This lets the other person know that they can respond.

According to Bell Canada’s website:
(June 2006)

The Bell Relay Service (BRS) lets TTY teletypewriter users and hearing people
communicate with one another by telephone with the help of specially trained BRS
operators.  BRS operators are available 24 hours a day, 7 days a week.
Calls can be placed to almost anywhere in the world.  However, calls to 900 and 976
numbers are not accepted.  All BRS calls are billed as though they were regular phone
calls—there are no additional charges, but long distance rates will apply.

For TTY teletypewriter users

Dial 711

For Voice users

Dial 1 800 855-0511
to connect with the BRS operator
and have the telephone number of the person you are calling ready
